Foreign Trade Update
A. Amendment in Policy concerning revalidation of Export Authorisation Vide Public Notice 10/2015-2020 dated June 8, 2020, it has been declared that Export Authorisation, including for SCOMET items will now be revalidated by the DGFT headquarters as opposed to the previous process of revalidation by the Regional Authority concerned. The Authorisations will continue to be revalidated for a period of 6 months at a time and maximum upto 12 months.

B. Issuance of preferential Certificate of Origin under India-ASEAN FTA Following Trade Notice 12/2015-2020 dated May 22, 2020 that restored the procedure of issuing physical copy of Certificate of Origin (CoO) by the designated agencies for exports to Thailand and Vietnam under the ASEAN-India FTA, the DGFT, vide Trade Notice 15/2015-2020 dated June 21, 2020, has decided the following:
- The CoO applications to all ASEAN countries except Thailand will now be submitted through the e-COO Platform by the exporters to the offices of the designated issuing agencies i.e. EIA, MPEDA and Textile Committee. No physical application shall be accepted from June 22, 2020. However, manual applications submitted prior to the given date may be issued.
- One additional electronic copy of the CoO, along with the set of 4 copies shall be generated by the system. The electronic copy shall bear the image signature of the officer and stamp of the issuing agency. Exporters may send the electronic copy to the partner country for any immediate clearance.
- These agencies (EIA, MPEDA and Textile Committee) will henceforth issue the Certificate of Origin online and provide on request the printed copy of certificate along with stamp and wet-ink signature of the issuing officer to the exporter.
